Heat a cast iron skillet over medium high heat. Add in peppers and cook, stirring frequently, until they start to blister and blacken.
Stir together garlic, olive oil, black pepper and salt.
Once most peppers have started to blacken and soften, add in garlic oil. Toss peppers to coat and cook just until garlic is fragrant. About 1 minute. Add in green onions and toss once more.
Transfer to a serving platter and serve immediately.
