Preheat oven to 375 degrees. Line a baking sheet with parchment paper. Spray with cooking spray and set aside.
Bring a medium pot of water to a boil over high heat. Add the broccoli florets and cook for 6 to 8 minutes, until tender. Drain very well. Lightly pat dry with paper towels to remove extra moisture.
Add the broccoli florets to a large food processor and pulse until they are broken down into small pieces but don't let them turn into mush.
In a large bowl, add broccoli, cheddar, breadcrumbs, onion, eggs, salt and pepper. Stir well to combine.
Using about 2 tablespoons of the mixture, form into tots.
Bake for 25 to 30 minutes until golden brown. Turning halfway through. Serve immediately.
