Place water and 1 cup of sugar together in a small sauce pan. Heat over medium heat just until the sugar dissolves. Allow to cool to room temperature.
Pour simple syrup over cranberries and allow to soak for at least 30 minutes or up to overnight. If you soak them overnight put them in the refrigerator.
Use a spoon to transfer the sticky cranberries to a parchment lined baking sheet. They will be quite sticky at this time.
Working in batches, toss the sticky cranberries in the remaining sugar. Repeat until all cranberries are coated. Place them on another parchment lined baking sheet and let set for 1 hour. Store leftovers in the refrigerator.
Notes
By themselves they can be pretty tart but if you love sweet n' tart things, you'll love these too. It is important to make sure that the simple syrup is not too hot when adding it to the cranberries or they will pop. If cranberries start to weep after storing them for a few days, just toss them in a little more sugar. If using them as a cocktail garnish add at the last minute as the cranberries get wet the sugar will dissolve.
